The tension that's created when the bass steps away from the root (usually with some cool chromatics) adds that little bit if fresh air that carries an otherwise pretty mundane chord progression forward. (Gene had a tendency to use chromatic connecting phrases like this during the early years. When he didn't much play during the 80's they were notably absent.)
